How to fill out a new electrical safety certificate

Who needs such a document

It certifies the knowledge and readiness of an employee to work with electrical installations; it is necessary for personnel who have a certain access group and work with such installations. There are 5 admission groups. The first is assigned to non-electrical employees who work with equipment after undergoing training. These categories include accountants, human resources workers, secretaries, etc. The fifth group is assigned to those who work with installations with voltages over 1000 V.

Representatives of the first group do not need to document their knowledge and readiness to work. Certificates are received by electrical engineering personnel and occupational safety specialists who monitor such installations at the enterprise. This is also indicated by the rules for filling out a new type of electrical safety certificate from Order of the Ministry of Labor No. 328n dated July 24, 2013, as amended. order No. 74n dated February 19, 2016.

Who should have an electrical safety certificate?

According to the new rules, electrical personnel must undergo retraining and, accordingly, be re-certified. The procedure is mandatory for all specialists, regardless of their age, work experience and professional skills. By law, the main document confirming their clearance level is considered to be a certificate. In addition to the group, the validity period is indicated there. After its expiration, the employee must undergo recertification again. It turns out every six months. It is checked by a commission, which will include an employee of Rostekhnadzor.

What does the document look like?

Categories of personnel required to have such a document:

• administrative and technical;
• private operational;
• repair;
• electrotechnological;
• operational repair.

It turns out that all employees of the enterprise. They will be assigned different levels of clearance (5 groups) in accordance with the Technical Operation Rules. This is dictated by security considerations. Workers not in direct contact with equipment or voltage sources may be harmed. Therefore, they need to have a minimum of knowledge regarding the specifics of production, safety precautions and other parameters.

Where and how is it issued?

Documents are issued only by Rostechnadzor. Workers undergo training at a specialized training center, but pass an exam and receive new electrical safety certificates in 2022 at Rostechnadzor. Rostechnadzor inspectors do not have the right to serve on commissions of training centers and other training organizations.

The certification document is received after completing the training and passing the exam. Classes are conducted by training centers, but it is not necessary to attend a specialized educational institution; independent preparation and training from an employer are allowed.

A number of employees undergo training exclusively at Rostekhnadzor (clause 1.4.28 of the Rules from Order of the Ministry of Energy No. 6 of January 13, 2003):

• employees from the knowledge testing commission;
• persons responsible for electrical equipment in the organization, their deputies;
• occupational safety specialists monitoring installations.

If it is impossible to organize a commission from the company’s staff (the number does not allow), the employees undergo training at Rostekhnadzor. Everyone else has the right to obtain the necessary knowledge from the employer.

The organizing committee includes 5 people. All members are required to receive an electrical safety group. According to the new rules, Rostechnadzor examines three members of the commission - the chairman, his deputy, and a labor protection specialist. The rest of its members are allowed to be checked within the organization. The chairman of the commission receives group 4 if the company uses installations up to 1000 V, or group 5 if installations over 1000 V are used.

IMPORTANT!

Employees without higher or secondary vocational education (with a school certificate) are required to complete a 72-hour educational course at the training center. Without this, they will not even be assigned to 1 group.

What list of documents is required for organizations working with electrical installations?

Depending on the type of activity of the enterprise, the list of electrical safety documents will differ. For example, an organization engaged in the retail trade of animal feed may not have a single electrical installation on its balance sheet, while a machine-building plant may operate more than a dozen such devices.

Electrical installations are a set of machines, apparatus, lines and auxiliary equipment (together with the structures and premises in which they are installed) intended for the production, transformation, transformation, transmission, distribution of electrical energy and its conversion into another type of energy.

Here is an approximate list of documentation for organizations that have electrical installations on their books and carry out work on them.

1. Order on the appointment of the person responsible for electrical equipment and his deputy.
2. List of persons entitled to: issue an order, order; to be a permissive, responsible work manager and work producer (observer).
3. List of works performed in the order of current operation.
4. Order on the procedure for organizing work near a power line.
5. A list of special works, the performance of which must be recorded in the certificate, and a list of workers subject to verification for the right to perform special work.
6. Order of the head of the enterprise on persons who have the right to individually inspect electrical installations and the electrical parts of process equipment.
7. Order of the head of the enterprise on establishing the procedure for storing and issuing keys to electrical installations.
8. Journal of issuance and return of keys to electrical installations.
9. Order of the person responsible for electrical facilities on the division of responsibilities between electrical and electrical engineering personnel.
10. An order (instruction) for the person responsible for the good condition, carrying out periodic tests and inspections of hand-held electrical machines, portable power tools and lamps, auxiliary equipment.
11. Journal of inspection and testing of power tools and auxiliary equipment.
12. List of protective equipment that must be on site.
13. Journal of accounting and maintenance of protective equipment.
14. Journal of tests of protective equipment made of dielectric rubber and polymer materials.
15. Test reports for protective equipment.
16. Order of the consumer's manager on the procedure for filing applications to turn off and turn on electrical equipment.

20. List of technical documentation:

• a copy of the master plan with buildings, structures and underground electrical communications shown;
• approved design documentation (drawings, explanatory notes, etc.) with all subsequent changes;
• acts of acceptance of hidden work, testing and adjustment of electrical equipment, acceptance of electrical installations into operation;
• executive working diagrams of primary and secondary electrical connections;
• acts of delineation of networks according to property (balance sheet) ownership and operational responsibility between the energy supply organization and the consumer, as well as between structural divisions (if necessary);
• technical passports of main electrical equipment, buildings and structures of power facilities, certificates for equipment and materials subject to mandatory certification;
• production instructions for the operation of electrical installations;
• electrical equipment log books;
• drawings of electrical equipment, electrical installations and structures, sets of drawings of spare parts, as-built drawings of overhead and cable routes and cable logs;
• drawings of underground cable routes and grounding devices with references to buildings and permanent structures and indicating the installation locations of couplings and intersections with other communications;
• general power supply diagrams compiled for the consumer as a whole and for individual workshops and areas (divisions);
• list of electrical installations under operational management;
• list of inventory protective equipment distributed between objects.

What form is used

The preparation rules, the form of the new electrical safety certificate and the procedure for filling it out are approved in Order of the Ministry of Labor No. 328n. 2 forms are used:

• on testing knowledge of operating rules in electrical installations (No. 2);
• on testing knowledge of the rules by workers monitoring electrical installations (No. 3).

Electrical technical personnel receive a certificate in form No. 2, labor protection specialists - in form No. 3 (clause 2.4 of order No. 328n). In addition, Form No. 3 is used to certify the knowledge of state inspectors who monitor compliance with safety requirements during the operation of installations.

How to fill out the form

This is a unified document. The procedure and correctness of filling out the new electrical safety certificate are described in Appendix No. 2 to Order No. 328n. The new form has been enlarged by 4 pages compared to the previous one (now there are 8), and there is a place for a photograph. If you are filling out an identification document for an electricity consumer, a photo of the employee and completed pages 4 to 6 are not required.

Here's how to fill out a new type of electrical safety certificate for responsible employees:

1. The first two pages contain information about the employee - full name, position. The number and date of issue of the certificate are indicated, the name of the organization and structural unit is indicated. It describes in what capacity (category) the employee is admitted to electrical installations. The line “For work in electrical installations with voltage” is filled in after checking qualifications and knowledge. The voltage class is indicated - up to 1000 V, up to and above 1000 V.
2. The third page reflects the results of testing knowledge of regulatory documents.
3. The fourth page records the results of studying the standards for design and technical operation.
4. On the fifth page - on labor protection standards.
5. On page six - on fire safety standards.
6. On the seventh page - on industrial safety standards and other rules.
7. The certificate is signed by the person responsible for electrical equipment in the organization.

Features of the profession

An electrician can work on any electrical equipment: generators, electric motors, teleautomation, etc.

His specific responsibilities - installation, maintenance, disassembly, repair - depend on the place of work. For example, a city electrician can install power lines, install lights on poles, repair them, etc. At the factory, he can service the electrical network, as well as machine tools, generators, etc. By checking the electrical diagrams, he finds a breakdown and carries out repairs. At large enterprises, electricians work in teams and in shifts.

The modern world cannot be imagined without electricity. The failure of one electrical substation for half a day can literally paralyze a city. Many Muscovites remember May 25, 2005, when an accident occurred at the Chagino substation and a rolling blackout occurred. “Chagino” is only one of several Moscow substations, so only part of Moscow was de-energized, but this also hit people hard. Computers, televisions, and electric stoves instantly stopped working, elevators stopped working in buildings, and the water supply dried up. And soon a transport collapse was added to this.

Of the 170 operating metro stations, 52 were without power, and dozens of trains were stuck in tunnels. Even after reaching the surface, people could not go anywhere: traffic lights, trolleybuses and trams did not work. Alarmed people tried to call each other, but this was not always possible: some mobile communication base stations were de-energized, and the rest could not cope with the increased number of calls. And landline phones were mostly useless, because most modern Muscovites use modern electronic devices that cannot work without electricity.

That day, Muscovites looked around them with new eyes. On the one hand, they clearly sensed the vulnerability of the urban structure with its centralized infrastructure. On the other hand, they realized that the existence of modern man depends almost completely on electricity. Electricity is the lifeblood of modern civilization.

So an electrician is one of the most important professions of our time, although not everyone realizes this. Qualified electricians are in constant demand in the labor market.

Dangerous profession. Working with high voltage is dangerous, but an electrician is responsible not only for his own life, but also for the safety of the users of the equipment he installs or repairs. However, electric shock is not the only danger that an electrician is exposed to.

Electricians often have to work at high altitudes, and this also requires special care.

Electricians have 6 categories indicating the level of qualification, and 5 groups of electrical safety approval. The group number depends on work experience, level of education and existing skills.

Group I is given to personnel who do not work with electricity, but near potentially dangerous devices.

Groups II and III allow handling electrical installations with voltages up to 1000 V. Ordinary installers and service technicians should have such access groups, i.e. so-called electrical personnel. A beginner or minor electrician can only count on group II.

Groups IV and V should be held by electrical engineers, site managers, etc.

Electricians are among the working elite, because... their work requires intelligence and a lot of knowledge. And since technology is constantly updated, every electrician regularly undergoes technical retraining.

Procedure for issuing a certificate

The current form of the certificate is approved by Appendix No. 2 to Order No. 328n of the Ministry of Labor of the Russian Federation. According to this regulatory document, it looks like a dark cherry “crust”, which contains eight pages:

• The first page contains information about the company that issued the document and the date of its issue. It also contains a photograph of the ID holder and his personal signature;
• the second page of the document contains information about the powers that are granted to the holder of this certificate in connection with the fact of its issuance. The last name, first name, patronymic and job position of the specialist are recorded here. This section also specifies the category of personnel in which he is included and the voltage of the equipment with which he is allowed to work;
• the remaining pages of the document include the results of tests of skills and knowledge on electrical safety. It also provides information on the issuance of special certificates for performing certain types of work.

Who signs the electrical safety certificate at the enterprise?

On the second page of the electrical safety certificate there is a section for affixing the signature of the person responsible for issuing it. Filling out this column is mandatory: without this, the certificate will not be recognized as valid. The employer himself has the right to sign this section. If the company has a person responsible for providing electrical services, he may also be granted such a right. The powers of such an employee must be recorded by a special order. This capacity may include a technical director, chief engineer or similar specialist. In this case, the certificate of the person responsible can only be signed by the employer personally. The signature in this section must be certified by the seal of the organization.
